can not make calls

I have just activated an old phone from safelink. I got the minutes transfered. it has been over 8 hrs and can not make calls or recieve. if I send a text it is deducted, but the text is never recieved. what is going on!!!!!!!!!!!!!!!!!!!!!!!!!
