Browser not available in my zip code.

I have been told I cannot axcess the internet brower with my Tracfone in my zip code area. (No data tranfer allowed) If I leave my area zip code and roam into a different area and tower, will some towers give me axcess to the browser or am I locked out thoughout the United States? I have the lg231c fone supported by Verizon. Please advise.
