Can't activate phone

Hi, just got a replacement phone today. The Tracfone website said activation was successful, but the phone itself is saying it wasn't and that I need to contact Verizon. I can't contact Tracfone because the phone can't send or receive calls or text. How can I fix this? Thanks.
