Transfering SIM card not working

I had to get a new SIM to move my phone to Verizon network. We sent the commands to deactive the old SIM.

When we installed the new SIM the transfer seems to be stuck.

We had time, and messages on the old SIM, but no data. We bought a couple of data blocks, but new SIM wants to me to add a plan.

What to do?
