new LG flip phone gets texts but can't make calls

The new LG flip phone seems to have activated ok. I got a couple of welcome & instruction texts from tracfone. But when I try to call from the phone, I get a message saying that my call will be forwarded to an operator where I can complete the call with a credit card or phone card.

But my balance says I have 180 minutes on the phone.

So why can't I call?

It is especially frustrating since I can't call customer support via my landline because when they tell me to try stuff on the flip phone, I can't because we have no cell service. I have to drive a way down the street (which I did to try calling).

Yes, I've fully restarted the phone several times.
