How to combine two devices and port a number?

I'm trying to help my mother make some changes to her Tracfone account. She currently has two Tracfones with minutes (one on smartphone plan, one on pay-as-go plan) and a land-line. She doesn't like the smart phone and wants to keep the simple pay-as-go phone. But she's willing to drop the land-line and start to use the cell phone exclusively. So we want to combine the minutes from the two existing tracfone phones to the pay-as-go device and port the land-line phone number there.

I was wondering if I could buy the BYOP SIM card package but since the target phone isn't a smart phone I wasn't sure; also we don't want to lose the existing minutes we have. Also the land-line was Verizon now Frontier so I'm uncertain if that will even allow us to port it. So how do I get a land-line phone number ported to an existing device account? I'm certainly willing to replace the SIM which is what I was lead to believe as required.
